The Rays bullpen is extremley inconsistent and, with the signing of Troy Percival, has some if no credibility. There is still alot to be done before the Rays can even consider naming their bullpen the best bullpen.
They traded for Matt Garza to be a third starter. They need him to be behind Scott Kazmir and James Shields. He could be very good to their team, though maybe not this year, but definetely three years from now.
Troy Percival was consistent last year. Last year, he pitched in the National League, where the Designated Hitter is only used for interleague games, the World Series, or to curse the American League teams. Now he's moving to the infamous A.L. East, with the powerhouse offenses of New York and Boston. He's also 40 years old. His era of 1.80 will rise to about three or four this year.
Al Reyes had an era of nearly 5.00 last year and J.C. Romero has been largely ineffective these past two seasons.

Well, Troy Percival is a good closer for the Tampa Bay Rays. Al Reyes is overrated. JC Romero is good. Matt Graza is a starter. Erik Gagne is a Brewer

Ok umm they were never the worst but they will never be forst. INdians Red Sox Detroit The Yankees are just some of the teams with better pitching staffs.
