I think those who want to have school prayer mandated by law or by a constitutional amendment, are opening a "Pandora's Box". Christians are the ones who are being persecuted all around the world.... and in the USA also. Every other religion will be allowed to pray in the school, except for Christians.
I don't want my children and grandchildren to hear and repeat a Muslim,Buddhist, Native American "Mother Nature", New Age, or a Hindu prayer.
Already, the schools accept any other religion (other than Christianity) and teach about it under the guise of cultural diversity.
I think it is more important to learn the true historical facts about faith and the founding fathers of the USA, than it is to encourage prayer in the schools.

It is the very fact of how hard it would be to overturn a constitutional amendment. Any law would face both the challenge of being repealed or altered drastically. As well as possible constitutional challenges.
If you can get a constitutional amendment passed, it will not face any constitutional challenge, as it is now part of the Constitution. And it would then make it easy to pass laws at a state level to enforce the thing you want.
Thanks GOD that it is so hard to pass a constitutional amendment. As it prevents groups from being able to force their political or more importantly religious ideas on the rest of the people.
A prime example is your mentioning of prayer in school. While we have bastardized the reading and intent of the founding fathers in trying to actively prevent prayer in the schools. It is just as wrong to try to actively force it to be there. It was the founding fathers intent that you should be free from the influence of any one religion, not from faith in general. You have to remember that these men or their forefathers had fled England and other countries because of government sanctioned religion that made it a crime in some instances to not believe in the states religion. They did not want to stop religion in the new US, they wanted to stop state sponcered religions.

Because any law would be UNCONSTITUTIONAL and hence ILLEGAL.
Congress+President can only pass laws that are within guidelines of Constitution

Separation ofg church and state must be upheld because education must not be connected with a certain religion because people had the freedom to choose their religion.
