landlord has indicated that if i do not pay the oustanding rent prior to scheduled time today for moving/packing (a space of two hours only), all my possessions will be sold by public auction.

If you have already been evicted, get your things out of the house. Depending on the state you live in there is a time limit on how long the landlord is to hold onto your possessions. He can either put them on the side of the street and then it's a free for all or do with them what he wants, but I doubt he can hold your belongings and threaten you with paying him back rent. He needs to take you to court for that in which they'd enter a judgment against you for past due rent plus court fees, etc. Call your sheriff's dept. about getting your belongings out of the apartment you were evicted from.

In Wisconsin, at the time of eviction all the tenant property is put in storage by the sheriff. The landlord must pay for one month of storage. The tenant can get his property within 30 days by paying the storage charges. If the charges are for less than one month, the balance of the landlord's money is returned to him. If the property is not picked up within 30 days, it may be sold or destroyed by the storage company. Property left in a storage area at the apartment, is subject to seizure by the landlord. He must notify the tenant at the tenant's last known address, to remove the property. If the tenant does not comply, the landlord may dispose of the property as he sees fit (including the city garbage dump).

In many states, at eviction time, the property is dumped on the sidewalk next to the street. People passing by then help themselves to what they want if the owner is not there to protect his or her property. Finally the city will pick up the remaining items for the city dump.

Your stuff would have to be still there 30 days after you leave in order for a landlord to do that. After 30 days he can sell, throw away or have a auction. Whatever it takes to get your stuff out so he can rent to the next person

If you have been evicted BY THE COURT, and you have LEFT YOUR BELONGINGS in the residence for more than 30 days, then YES HE CAN sell your property because it will be considered legally abandoned.
