It takes 4 things for an engine to run
1) Fuel - in correct proportion to air.
2) Compression
3 ) Spark
4) At the right time.
With plug out, make sure the engine turns freely. Newbies often think a hard to turn engine has compression, when it is a bind.
Make sure plug is clean, if in doubt, put in a new one. A partially fouled plug will fire when laying on the cylinder head, but not under compression in the cylinder. Is spark hot enough? Take an old, but good plug, bend the ground electrode out straight, connect cable to it, lay on block, and see if the spark will jump from center electrode to ground, if not, inspect the ignition system. If ATV has points, check for correct gap and clean, gray contact surfaces.
Is carb clean - inside? Water in the float bowl, plugged jets, a float hung, not letting gas into carb, a float which does not shut the fuel off at proper level, and wets the spark plug. After trying to start, is the plug wet? Is the choke/enrichner working properly?
If the answers to the 4 questions are all YES, it will run. Use the check list to find which is wrong..

Clean the carburetor.
Bad gas probably clogging the pilot jet.
