You could apply to a university in England and get a degree in the U.K. The term "study abroad" is usually used to describe temporary (everywhere from a week to a year) programs offered for students who are enrolled at universities in the U.S., and you could certainly do that as well. You might look into some short programs while in high school to see how you handle being away from home for short periods, because if you enroll in a university there, you would be away from home for at least three years, with fewer chances to come home over holidays.

If you want to spend all 4 years in England then you will have to be accepted to a college there, no college here will let you do all 4 years abroad. You need to look into admission requirements for schools there and also study abroad guidelines for schools you are considering here.
www.petersons.com has a lot of useful information on different colleges. You can even search by country.
Good luck!

If you want to study abroad for that long, just apply to a college in England. Keep in mind European schools are A LOT harder to get into, and you'll have to do a lot of paperwork (long term student visa, passport, transcripts, get you're SAT/SATII and ACT scores converted to their form of admittance criteria, because they don't have SATs and ACTs.) If I were you, I'd study abroad for a year in the program/major you decide to pursue once you get into college. You get really immersed in the culture that way. I'm studying abroad in the Spring of 2009 in Aix-En-Provence, France, and couldn't be more excited! Good luck!!
