If it is a regular plug it doesn't use electricity when off, but if it is one of the "plugs" that has a small transformer in it (which are usually switched on the secondaries) it does use a small amount of power all the time it is plugged in.

If it is like the TV it might use a little electricity for the instant on function. But if it is a charger, extension cord, lamp, etc NO it doesn't use any power.

If the thing it is powering isn't on or partially on, it doesn't cost anything to leave it plugged in.

No, definately not. But just as a safety precaution I'd unplug what you can when your not using it.
