Thats a basically a caution sign and those dots are reflectors marking the small kerb island which must be in the middle of a road.

Acutally it is just a caution sign that lets you know to be aware. Ususally posted at intersections or turnoffs.

This is some caution signal.
I could not find exact meaning of it.
Most probably its indicating rubbled road ahead.

The drivers in Indian roads never bother about these signals...why do you? just chill.... forget about the sign...drive looking at the tail light of the car in your front............:)
