Ice doesn't melt unless the temperature is above 32 degrees F. The best way to knock ice of a satellite dish is to take a stick and gently beat on the end of the dish until chucks start falling off, the rest should be a piece of cake.

Use washer fluid to de-ice it. Don't hammer it too much or you may knock it out of alignment. If it's 10 degrees outside, then it will melt by itself. Also, once clear, you can use Rain-X or Turtle Wax on the dish and it will help prevent it from happening again.

Take a spoon and start chipping away on it. Putting water on it will make it worse: it will freeze up!

Or you can put salt on it; that way it will melt.
