Part a: emissions = 18(Y-2000) + 801.2 metric tons; where Y = the current year.

Part b: 18(2005-2000) + 801.2 = 891.2

Part c: 2000 + [(1000-801.2)/18] = 2011.4 (note 0.4 of a year is about 5 months).
