computer will not recognize usb device?

i tired all 4 ports and it wont read the device how do i fix this

i have the same problem time after time...
Usually you can restart your computer and sign into user (if nessesary) then without opening any programs plug-in your usb product. This usually works the first time but if it doesnt just repeat the prosess
