Yes, it depends upon the context and also where you might happen to be, which is another redundant way of saying it depends upon the context.

But just saying context is not giving you a clear precise answer. This is because in English, things are not always clean and precise. The fun thing about English is the possibility of error.

There are many words in English where the pronunciation depends upon "the context".

Context can mean, where you are, or how it is used in the sentence.

For example in France the city of Versailles is pronouced verseye (Verse eye)..in Kentucky or Indiana the cities named for it and spelled the same way are pronounced Ver Sails (Sails as in Sail boat).

Isn't the confusion we find in English fun? Especially in the United States where we live freely and can watch Live late breaking news on the television stations in the cities where we live.

I assume you mean 'of the languages'! If so, it is pronounced keltic! the old (original) spelling was "Keltik"! It is a branch of the Indo-European family of languages and includes Gaelic, Welsh and Breton and is still spoken in parts of Scotland, Ireland, Wales and Brittany. Modern Celtic is divided into the Brythonic (southern) and Goidelic (northern) groups. It is of, or relates to, the characteristic of the Celts, or the Celtic languages.
The 'Celtic (keltik) cross' is a Latin cross with a broad ring surrounding the point of intersection.
However, on the other hand, the Scottish football club, 'Celtic Rangers', is pronounced as, "Seltik Rangers"

It does depend on the context. For the Irish, it's a "keltic cross" for example, but the name of the football club is "seltic".

The actual pronunciation is Keltic. But for the Boston's Basketball team they use Seltic. No idea why. Its a proper noun so I guess it can be pronounced as you feel.
