Mooze, u hav not mentioned ur service provider and the name of the router or modem u are using.....
in case u r using a router, it becomes very easy to narowdown the route cause of the slow speed,
u can go through the following steps..
1. find the default gateway of the router.....go to start-run..type cmd...ok..in the black dos prompt type..ipconfig....i will get the default gateway address..
2.put that into the browser...that will open the router manger page..
3.find out the downstream speed frm there...(mentioned on the front page of router)...if the speed id good enough, than u need to ur pc...
u can turn ur firewall off, delete ache and cookies, close most of the windws, and check the cpu usage(shud be less than 10% most of times) wich u ca find at the bottom of task manager..
than try to run any speed test on a website like..
http://www.thinkbroadand.com .....
in case ur getting a slow speed in the router page, try to check if ur router is directly connected to the main socket, try t avoid any extension for phone, check the filters, remove any other device frm the line(like sky tv), and call ur isp tech. helpdesk so that they can run a line test......

Well, there is one way to find out if you are getting 256kbps on broadband connection. There are several websites which allow you to test your connection speed. My favorite is Speakeasy Speed Test (http://www.speakeasy.net/speedtest/). Just pick a server which is closest to you (e.g. Atlanta, GA) to start the test. It will give you both your download and upload speed.
If you are getting less than you should be, there are a number of things which you can do to maximize your connection speed. If you are using Windows OS, the default settings for your Internet connection might not be optimized. Download and install TCP/IP Optimizer. It is a free utility which optimizes Internet connection settings based on what type of connection you use (e.g. cable, dsl, dial-up...etc.) It is easy to use. Just select the type of connection you use - in your case dsl - and TCP/IP Optimizer does the rest. Here is their webpage (http://www.speedguide.net/downloads.php). If you want to learn more about Internet connection settings and how to use the advance features of TCP/IP Optimizer, read their help files at (http://www.speedguide.net/tcpoptimizer.php)
