It definitely sounds like the beginning of an Ick infestation. Luckily, your Bowl Buddies medication will take care of it pretty quickly. Turn your tank heater up to about 80*F (26*C) to speed up the life cycle of the parasite, allowing the medicine to kill it earlier. Also, in the future, you should not medicate a tank until you know what is wrong with it, nor should you throw in an entire concoction of medications that treat different ailments; you never know how they might mix and affect the fish. Feel free to contact me if you have any questions.

EDIT: Do NOT separate your other fish. By now, it is too late, and it is VERY likely that they are carrying Ick, but are not yet infected. You should treat ALL the fish to kill of any Ick you haven't caught yet.

White bumps sound like ichthyoptherius ("ick") and can spread quickly to other fish in the tank. Buy some ick cure and treat the tank. If it does not go away, consult your pet store.

Also, if by referring to "bowl buddies" you mean other fish, other fish will not cure the disease, but will contract it (catch it). Just treat the tank.

you need to separate this fish from other because if it is ick or a parasite it will spread to the others in your tank.

I would suggest two types of medication for your neon tetra:

Binox for bacterial and fungal infections.
General Care for internal and external infections.

These items can be found at the link below under the medication section.

i have had tetras all of my life. it sounds like your fish may have Columnaris a.k.a. mouth rot. it starts out as a white patch then develops into a large cyst. this disease is fatal.
