My vet said the basic rule of thumb is 2 gallons of water for every 1 inch of fish for ideal conditions.

The tetras and the neons are fine, but get rid of the 2 silver dollars and the ram. First of all, they'll eat the neons. Second, you need a 75 gallon tank to stock a ram and 2 silver dollars because silver dollars get really big. Here's my suggestion that would go along with your neons and rasboras:
*5 Glowlight Tetras
*5 Otos
Be careful with the otos because they die if your water quality is poor. Trust me.. It happened 6 times to me. You can do that, or just add more neons and glowlights.. and maybe an oto for cleaning duty..

From the questions you keep asking I would guess you are new to fishkeeping. I know you have already been told to nix the silver dollars. You don't have the tank for them. I would also recommend you stay away from rams. They are very sensitive to water quality and not a beginner fish. Stick with the tetras and rasboras until you get the hang of it. Once the tank has been established for several months maybe consider the rams again.

You've already been told multiple times that 2 Silver Dollars in a 20 gallon tank will not work. Ditch the Silver Dollars, and you can have 7-9 Neons, 7 Harlequin Rasboras, and a nice pair of Rams that might breed for you. Feel free to contact me if you have any questions.

no silver dollars! Gosh they get huge! The neons and the rasboras are good, MAYBE a pair of rams.
Seriously dont get the silver dollars, unless your prepared to upgrade into a 75-100 gallon tank in a couple of monthes.

You can have the 5 neons OR the 5 harlequins.
4-5 fish is really the most you should keep in a 20 unless they're super-tiny, don't forget the fish at the stores GROW quite a bit and you'll soon be out of room and have an unhealthy tank.
