If you already have a PC and would like to upgrade components , you can get a gaming PC for your $400.
Get a decent graphics card and 2g of RAM to go with your hopefully existing decent CPU and you have an instant gaming machine. Be sure to check that your power supply will handle that additional load of the new graphics card.

You wont find a gaming PC for $400
You can find a pc that can handle it
But not a Certified gaming Pc
Mostly all pcs today can handle todays games
I suggest at LEAST 512MB of Ram
I would Prefer more
And a fast/medium fast porcessor

the cyberpower Gamer Ultra 760 from http://www.cyberpowersystem.co.uk/system/gamer_ultra_760/ is a excellent system for less than £400
it has a athlon dual core processor and 2gb of pc6400 ddr2 memory,and for storage theres a 320gb sata hard drive
your graphics are made up by a NVIDIA GeForce 8500 GT 256MB 16X PCI Express,not the best nvidia card but capable of pushing most games out at reasonable resolutions
