Use your law of exponents.

You have 2^(-5), which is the same as 1/ (2^5).
This equals 1/32 = 0.03125

2^-5, means that it is actually 1 over 2^5, so your answer would be 1/32. when u have a negative root, reverse the answer. for example, 27^-3 would be 1/27^3. But if you had 1/2^-2, you would switch it and make it 2^2 so your answer would be 4.
if you still don't get it, you may want to ask your teacher or parents for help, or call a friend.
or use google. that always helps. =)
P.S. u may want to write out what i explained on a piece of paper so it helps u understand.

Raise 2 to the 5th power and divide that in to 1. For the other question raise 27 to the third power and divide that in to 1. When you move a number with an exponent from numerator to denominator or vice versa just change the sign of the exponent no matter what the sign is.

A negative exponent means that it's really 1 over whatever the thing is. So you do 2^5 as normal (2x2x2x2x2, which is 32) and then put it under 1. You get 1/32.

x^-y is the same as 1 / x^y

For example: 5^-3 = 1 / 5^3 = 1/125

x^(y/z) is the same as the "z" root of x^y

For example: 4^(2/3) = the cube root of (4^2) = cube root of 16
