Commando - wearing only the outergarment without having the benefit of the usual undergarment for protection, warmth or decency. A commando is a tough guy can can do without luxuries. There isn't much support in a pair of slacks.

The first i ever heard the term was in an episode of the US sitcom "Friends". Chandler and Joey were arguing because Chandler had hidden Joey's clothes. To get back at him Joey decided to do "the opposite"...
No one is sure what that means, exactly, until Joey reappears wearing ALL of the clothes from Chandler's closet. Pants and shirts of different styles, all layered together. To make Chandler even madder, Joey announces that he's not wearing any underwear.
Chandler answers something like "Never go commando in another man's fatigues."
It gets a big laugh.
Thats, as far as I can tell, is where this phrase came from.
