He does not speak eloquently...but does act responsibly, in the interest of the USA and the world, in spite of others behaviors.
Most of the world bask in the security the USA provides while simultaneously spitting upon us.

Bush has had almost seven years to show the world what kind of man and leader he is.
Each time he comes short of being anything other than a megalomaniac whose only regret in life is he can't be president for a third term. If he wants to declare a country's government as evil then he should look no further than his own government. Perhaps, he should issue sanctions against himself, or even order a preemptive strike.
That'll show 'em!

They say "surround yourself with people that are smarter than you". He's a shining example of that, considering everyone he talks to on a daily basis likely fits that qualification. He probably did not write this speech, or even participate in compiling it, so blame the overpaid white house staff for the tone and content. He's just the ventriloquist dummy that delivers it. Also, we didn't elect him the first time-the supreme court did. I'm not so confident in the intelligence of my neighbors, after he was re-elected.

Intelligence and speaking ability don't necessarily go together. A very smart person may be totally tongue-tied. So don't judge just because of lack of coherence in speeches. Look at Bill "slick" Clinton, can talk his way thru an oilfield, but can't avoid a wet spot. Intelligent, or not?

Since you are not American it is not surprising you don't understand our language. You need to improve your English skills and then you will be able to understand him. Until then, do not call my president stupid.
He was elected President of the United States to represent Americans, not the President of the world to represent all countries, so it is not surprising he does not speak of other countries interests.

He has his moments. If he is speaking to the nation, he comes off strong and knowledgeable. If he is speaking to the press corp. or a town hall meeting, he gets tongue tied. He is definitely not dumb.

its possible he needs to use simpler language to commuicate with liberals. no person is stupid getting elected to the presidency. its perhaps the way he speaks but given the people of all walks of life he has to communicate with you shouldnt judge him too harshly. again, no one knows.
