Technically they can happen anyplace. However, they are most frequent on fault lines. They probably happen the most in the south Pacific near southern Japan and Thai land. There is a large chain of underwater volcanoes in this region that cause many earth quakes. They also occur frequently in California.

near seismic faults, seismic faults are seismically active geologic faults. This is a category of all geologic faults which may be seismically active and cause earthquakes or be long inactive. for example there is one runing down californai, antoehr one along Java island, one in S Italy and one running down the Andes more or less... faults are where tectonic plates rub together also

Anywhere you find a tectonic plate.
The earth is made up of plates and these are called tectonic plates. They constantly move due to slow curents in the mantle below the earths surface.
