(1) The number of ways to arrange n things is n! = n * (n-1) * (n-2) * ... * 2 * 1. That's because there are n ways to choose the first position, then only n-1 items left to choose the second and so on. So, 4! = 24.

(2) I believe $1.19 consisting of 3 quarters (or a half dollar and a quarter) plus 4 dimes and 4 pennies.

(3) When they pass each other, they are at the same position, so neither is closer to NY.
