What are Swedish packaging requirements? Anything would help, such as language requirements, etc. If not requirements, then how products are usually labeled--English and Swedish? English and Finnish?

Internationally parcels send by post are marked in the language of the sending country, the receiving country and/or English or French.

So I expect that for Sweden you can do it either in Swedish or English.
For selling things in Sweden the label should be in the local language, English can be added as a second language.

Finnish is not spoken in Sweden, (Swedish is spoken in Finland if not by many people.)

Correction:
I have been contacted by R. E. B.
Quote: "The Finnish language is an official language in Sweden and is spoken by about a million persons or at least 500 000 in Sweden, but who’s speaking what languages are not recorded.
The Sámi languages are similar to the Finnish language."
As I do not live in Sweden I do not know the details about this.

The person below me writes something sensible, often all Scandinavian languages are used.
That makes the whole Scandinavian area your market.

Addition:
P send me a message: "Hello, just wanted to inform you that you were corrected wrong.

Finnish isn't an official language in Finland, although it's spoken by quite many people there. But Swedish is official language in Finland, although it's not spoken by many. The official status is a remain of history, and Finland is fastly moving to one-language-speaking country.

I know this because I am from Finland."

I assume he want to say: Finnish isn't an official language in Sweden, ....
Confirming my knowledge that Swedish is spoken in Finland, but not the other way round.

Scandinavian products often have packaging texts in all Scandinavian languages (Finnish, Swedish, Norwegian and Danish).
