Because the government has a selective breeding program- in this book, the government controls everything in your life.
We have the same thing today except we're breeding dumb and dumber people- we use the welfare system to dilute the smart gene pool, and the really smart gene pools are the ones who control the money

People are allowed to have sex, for procreation, with spouses chosen for them by the state. Voluntary, romantic relationships threaten the total control of the establishment because people direct their loyalty and affection to other people rather than the state. You'll notice that, once Winston and Julia begin their affair, they begin to think differently about other things and join a subversive plot.

Don’t watch her mouth and wonder what it would feel like to kiss her. Don’t stare at her chest and imagine what she looks like naked. Really listen to what she is saying then give an intelligent response, preferably on the same subject.

Because it is a cold society, without emotion, without desire, without love, without all those undefinable words. They are allowed to have sex, except its not a good thing. But the main point is....how can you have robotic, mindless people where there's no love?

By controlling peoples sexuality you control their lives. Same as the Christian right and the Republican party now. Do you really think anybody knows more about your feeling than you do? Do you think you should feel guilty for feeling love?
