In school, lots of youngsters just don't pay attention. But when something functions as art, it is enjoyed in its immediacy.
some arts like the movie, Do the Right Thing -- will also direct their attention to things in the world we care about, things they might not otherwise consider.

Art is symbolic representation of a naturally occurring thing. Music is choreographed noise that one must acquire a 'taste' for. The same can be said for all visual, culinary and 'other' art forms.
The goal is to evoke an experience of some form. The art maker is gratified by the praise received by those who have these 'experiences' especially if the experience was the intended one.
It is just a circle of pleasure like any other and requires some form of 'appreciation'. Those who do not acquire this appreciation are seen as 'uncultured' or ignorant and those who have forced some form of appreciation are seen as cultured or enlightened.
It does nothing to help humans live in any way. It is just another way to re-represent life and waste time figuring out how to 'care' about it.

Art is manipulation of a medium. If you have any reaction to a work of art...aren't you also being influenced by the creators efforts? And then, to some extent, submitting to also being a medium?

I define Art more broadly than most people.
For me 'art' is a creative expression of the individual that happens in those moments when one is able to set aside one's thinking and emotional reacting structure: called personality. When one's personality is 'inactivated', then it's like one is at one with oneself and the world around and everything is inspiring. Perhaps you know this feeling, when one walks in nature and gets the feeling of bliss, or of awe, just seeing something so beautiful, it stops the personality in it's tracks - one gets quiet - and one feels immersed in love and good feelings. It is from this kind of space, that true artwork gets expressed. To make a particular artwork, one chooses among the many beautiful offerings of life, then ponders them and gets an inspiration from them. Using the 'free resources', or 'idea', then one puts one's energy into that idea, and expresses oneself or makes it manifest, enjoying the process simply of creating. The journey or the process of making the art, is where the living happens. When one is done with this process, then one has an artwork, an expression of oneself - showing where one was. It's not more valuable than that, one learns from one's self-expression, and one knows that being a physical item, it will eventually erode and be destroyed as nothing lasts forever. There's no reason to cling to it, one questions it, learns from one's experiences and then lets the artwork go. Moving on, one seeks a new challenge to grow and learn from, and moves on to the next creative opportunity.
In this way, one's whole life and everything one does can become an artistic expression, one's work, one's poetry, one's interactions with other people. The platform doesn't matter, what one does or does not do doesn't matter, what matters is that one is connected to one's heart in the doing. Then slowly, one's life becomes one of giving, one of expressing oneself, one no longer expects to get anything in return and doesn't need any confirmation nor any reward from life in terms of money, gifts, presents or confirmation from other pepole. One already knows that one receives rewards all the time, and 'this best reward' comes from the pure joy of expressing oneself artistically in the moment. No outside payment or gift can compare to this 'real treasure'. Once this treasure is found, one's doing is no longer for the purpose to receive 'outside' rewards, neither to be confirmed in one's concepts about artistry. An artist is one who comes to realize that the most one can do is give/create, then their life becomes one of making decision about what they want to create next. The gifts from life, guide them on making this decision, one could see these gifts as the 'raw materials' needed to create the artwork.
