Assume question is meant to read:-
(12 x + 2 x ³ y) / (4xy)
(3x + x ³ y / 2 ) / (xy)
(3 + x ² y / 2) / y
3 / y + x ² / 2

(Assuming the question reads: (12x + 2x^(3)y)/4xy
Theres no great way to simplify this but you can reduce it to:
12x/4xy + 2x^(3)y/4xy = 3/y + x^(2)/2
Hope this helps!

12x+2x^3y/4xy

= (12x+8xy)/4xy ----------> 2^3=8
= 4x(3+2y)/4xy ------------->u can factor out 4x on the numerator
= (3+2y)/y-------------->u can cancel out the 4x from the numerator and denominator

im not sure it (2x^3)y or 2x^(3y)

(12x+2x^3y)/4xy =
2x(6+x^2y) / 2x(2y) =
(6+x^2y) / 2y
