Why are most outdoor Christmas light sets only 2-pronged? Outdoor outlets are always 3-pronged and I worry that there will be an electrical hazard when plugging a 2-pronged plug into them.

Your outdoor receptacles should be GFCI protected. That will eliminate any hazard. And there are no exposed metal surfaces on those light strings, so they are listed by UL as being safe with the 2 wire cords. It's the same with plastic handled power tools, they all have 2 prong plugs.

There is really nothing metallic that you could come in contact with. Plug them into a GFCI protected receptacle, that will take care of any worrisome electrical hazard.
