At that point in the war, centralized industry no longer existed in Japan. War material (planes, artillery pieces, ammunition, etc) were manufactured in a cottage industry fashion. Small portions were manufactured all over the place for assembly elsewhere. Hiroshima was a city full of these small plants. It was also a city that had not yet been subjected to the mass raids that had devastated other cities. It was, therefore, a perfect place to demonstrate the new weapon. Nobody could claim that the damage was "old". Incidentally, more people were killed on the firebomb raids on each of many other cities than died at Hiroshima.

Hiroshima was in fact a "clean" city, (one of numerous towns) so if they wanted to drop this weapon, they could really see the devastation
