They came home one day and found black soot all over everything. The carpeting and the walls were even covered with this black soot. They are moving elsewhere, but are worried about moving their personal belongings that are soot covered to their new place. The wife just got done having cancer treatments and then come home and find this. My question is, even if they didn't have renters insurance, there still must be a program or something to help them recoup some of their losses. Yes or no? They called the landlord and told him about it and he said he has no plans on replacing the furnace. This is all going on in North Dakota and right now the temp is 10 above with a wind chill of -10 below. Even their appliances are covered with this thick black soot. I couldn't go there and help them get some of their stuff out because I have asthma. Can you think of anywhere where I could refer them to? Thanks for your help?

I have a coal furnace and this just is not plausible. With an oil yes if it is not cleaned had that happen to me in the past. Coal does not give off carbon deposits just ashes and they are brown.. There is no soot from coal. Where they by chance using a Kerosene heater? in addition to the coal this if improperly used and watched would account for the black soot. Again coal is not a halocarbon and would not cause what is stated here.

Without renter's insurance, your friends are on their own. Even if the landlord's furnace caused this mess, they are still on their own.

My guess is that the chimney serving this furnace is partially blocked, since coal furnaces, while not the cleanest heat form on the planet, do not normally cause that much soot in one day. As a child, I grew up with a coal furnace in the house, and it never did anything such as you describe.
