If you are the administrator of your platform running XP, like I am, all you should have to do is reboot, and start pressing on "F8", and a screen will open that allows you to move up and down with your arrows on your keyboard. Move your arrow to "safe mode", and hit "enter", on your keyboard.

You should go into safe mode. Only some of your programs will show and the monitor will look very strange.

As soon as the computer is restarted... start tapping the F8 key.

You really only need to hit it once.. but you need to do so at the exact correct time.. which is just after you hear the mobo beep.

When done correctly, you will see a black DOS-like screen that has options such as
Safe mode
Safe mode with networking

Last Known good configuration

and so on...
You will have to toggle the up down arrow keys to the one you want and hit enter then wait (a while) for it to slowly boot without all the drivers.

I would suggest that if you are not comfortable going into safe mode.. that you probably have no business going there and whoever gave you the advice didn't know what they were doing either... and maybe you would benefit from having a reliable and qualified technician properly troubleshoot the issues. If you are infected then going into safe mode will do nothing if you don't have proper security installed on your computer from a reliable vendor that is properly configured and completely up to date.. and then, you wouldn't need to.

Good Luck

If you don't want to worry with tapping buttons at start up, you can try this alternative method:

Press the windows key+r to open the run command and type msconfig, then hit enter. If, for whatever reason, you can't access it that way (can't bring up the run box or whatever), go to C:\Windows\system32\msconfig.exe.

Once the System Configuration (msconfig) program opens, click on the Boot tab and select the Safe boot method you desire. Restart and you're good to go in Safe Mode.
