Usually stuff that ends in -elle or -ella. Garbrielle, Gabriella, Isabelle, Isabella, etc. A lot of stuff that ends in -y. Laney, Chrissy, Madie, Ashley, Kylie, Tiffany, Kimberly, Stephani, etc. Classic names like Elizabeth, Anna, Sarah, Molly, Rose, Eleanor, Mary, etc. I guess it all depends on what you think is the girliest. Actually, Ashley is a unisex name, which takes the feminine right out of it.
The names Evangeline, Gianna, Grace, Alexia, Angelina, Kiley, Ella, and Liliana seem very feminine.
Liliana means lilies, Kiley means beautiful, Gianna and Grace mean God's grace, and Ella means little girl, so the meanings in those names make them even more feminine. Evangeline means bearer of good news, Alexia means defender of men, however it just sounds girly. Angelina means messenger, although it also has that girly sound to it.

I like Natasha, Nicole, Danielle, Margarita, Anna, Svetlana, Paulina, Angel, Viktoria. The name of the guy from the "Gone with the wind" is Ashley. So I doubt it is a girly name.

I have to quote Felicity. I love that, and never thought of it before. Felicity, femaninity, I guess it just goes in my thoughts. Ashley is girly, but can be used for a male name also, including Ashton or Ashe as boy names. Good luck, I am trying to pick a name too! We women will never decide. I love longer girly names, and the first one that popped into my mind based on your question is Alessandra. To me that sort of name is quintessentailly feminine.
If you mean girly like a little girl, then Ashley works.
