No, killings in Srilanka has never been taken up by any such authority .The Big brother (USA) has officially declared the LTTE as a Terrorist Outfit and Srilankan Govt has got a License to kill anyone in the name elimination of Terrorists.The same thing is being practised in a large scale by the USA and its Allies in Iraq and Afghanistan.

Yes, Amnesty has been working on human rights abuses committed by the Sri Lankan government for decades. I know because I've worked on these cases.
