It's part of the conspiracy idea that there is some government or military organization that wants the UFO information suppressed. Some people think the men in black are actually aliens themselves. In the movie, Smith and Jones were part of that group that went around investigating real alien visits and then zapping the people to make them forget.

if they do exist then i doubt very much if there silly enough to leave videos or websites out there for anyone to find and use as hard evidence to expose them rather than just rumours and single eyewitness accounts which cant be proved
