the reason i ask is because i have seen different reaction ... Some ppl are happy and normal others are like scared or something lol

Just say hi, and keep walking. I would look back after a few seconds though. Wondering, why would a stranger say hi to me?

Is that unusual? I speak to people at the mall etc. that I don't know all the time. We don't talk, but walk away after just saying hello.

I would say "Hi" too. If they walk away before you have a chance to say "Hi", I guess there isnt much you can do. Unless you want to run after them.

I'd say hi back :)
Sometimes it freaks people out if they sneeze and i say bless you, and just to random people. It's just random acts of kindness that put a smile on your face :)
