When a situation warrants such. People should know when to be quiet.
1) During Court proceedings
2) When a person needs you to listen
3) Church
4) Funeral or wake but, it can be ok to talk softly (depending on the company)
5) During a wedding ceremony until it's time to cheer
6) When a person asks you to please be quiet
7) When a cop pulls you over
8) When as person is still asleep and you are an early riser. It's impolite to be noisy.
The list can go on !!

Most of the time I should be, but less of the time I am not.
No! what I mean is more of the time I am than I'm not, and most of the time I'm quiet than when I'm being noisy I am not very quiet at all.
