Given that Al Queda attacked the US in the manner, it was acceptable to the international community (unlike Iraq - a war based utterly on fabricated lies).
The Taliban was a dictatorship, and it is very likely that 9-11 or not, the US would have attacked Afghanistan becuase it had oil interests in the area.
Some people believe that a criminal case might have been better, instead. Certainly, the US would have had more support that way, and Al Queda leaders would have been found guilty in any court system.
I myself am not sure about which one was best. Although the Taliban was a dictatorship, it did have some sense of order. The US still needs to get all the tribes of Afghantistan to work together to build a nation, something it is currently failing at.
All I can say is, the US has chosen the military route, with whatever consequences and effects of the war on terror are entirely the resposibility of the US.

Which solution was that?
Attack the Taliban in Afghanistan? Yes, had to done.
Trying to use local alliances to catch Bin Laden? No, we should have known better.
Not allocating enough US troops to finish the job in Afghanistan? Not a good move, and one we are still paying for.
Invading Iraq and taking the focus off what should have been our real goal of catching Bin Laden and defeating the Taliban in Afghainstan? Bad move.

Yes. It was a terrorist country who's Taliban government was working side by side with Al Qaida. The thing we did wrong was to more or less drop it and the search for Osama Bin Laden and attack a country that was no immediate threat to our country and had 0 terrorists. That multiplied the number of terrorists and set us back probably a generation in our fight against the jihad. It had the same effect throughout the rest of the free world. The occupation of Iraq was a gigantic mistake.

First of all, it is a strategy not a solution.
Secondly, you should be asking your question in the present tense since the strategy is currently in effect.
Do you think the USA's military strategy in Afghanistan is working?
The only honest answer in my opinion is- as well as can be expected, given our lack of focus due to the occupation of Iraq.

In hindsight a few things could have been done differently, But overall, I believe we did a great deal better than Russia. Of course we are The one and only USA.

The Taliban was offered the opportunity to hand over al queda and they refused. There was no other option available to us.
