Yes, hats can be most attractive and amusing. I am forever delighted (when watching "period" films) at the beautiful costumes created by quite brilliant Costume-designers, made especially for the film, and which evidently were what people wore in those times:...embroidered shirts and waist-coats for the men, boots and capes.. As for the women one marvels at the beautiful, full and flowing dresses they were given to wear in those times, and hats! ...but not forgetting their incredible hairstyles that went to match, so that their hats and hair sometimes formed a complete sculptural form from under which the women peered out coquetishly....at the men, one supposes!
As for men wearing once again capes and top hats, well, why not? It must have been so pleasing for women to have a gentleman doff his hat as a galant response to her presence!
Unfortunately one only has to catch the Underground or race to catch a train, or leap onto a bus, etc., etc., in order to be brought back to earth again with a heavy bump! Just imagine trying to do these things while wearing flowing frocks and trying to open and close frilly sun-shades, while the men try desperately to doff their tall top hats at all the women and give way to the Ladies on entering, or gallantly offer them their seats in the midst of Rush-hour!
It would cause chaos!
And besides, I am sure more than one unfortunate Miss or Madam would be sure to get her skirts caught in the automatic doors (with dreadful results!) and Gentleman catch the tip of his cane in the Escalator, causing a complete breakdown!
No, our present Modern life-style, with no time for anything but the most practical, makes for such frivolities in our daily, working life almost an impossibility, don`t you think?

Yes, I wear hats. The most common one is my gardening hat but I do have others. I have the classic fair red-headed skin and all that implies. Sun screen is unpleasant on my face so it's hats or stay inside. Maybe a parasol? lol

Depends on the hat..but in general, no. The cape and bonnet thing is kindda weird to wear in the 21st century...

As a general rule, no. Some people look great in hats, while others look simply ridiculous. I think it should remain an individual choice and not a social/stylistic imperative.
