Neither. It should be up to each city and area within each state.

Should the same laws that govern NYC also govern upstate rural NY?

The states have no right to pass any gun control laws. Read the United States Constitution and see. Rights come from God, not the government and all gun control laws are evil.

Very hard question, but of course federal in my eyes due to why have to move to get the laws you want... I actually had a friends' parents drive him to a different state to get his drivers license because the age at the time was 15 and not 16... Also in hunting each state accepts the other state so why get your hunting license in a state that requires more to get it when you can get it doing less. Same with a concealed gun permit, It's just to many different laws and loop-poles that usually gets people into more trouble for their own good.

There should be some basic federal laws that apply to guns nationwide, as guns affect interstate commerce (part of Congress's power to impose laws is that the subject matter falls within "interstate commerce", which comes from the Constitution's Commericial Clause). After that, the laws should be tailored on the state and local level (e.g., you probably don't need something like NYC's "Sullivan Law" in Provo, UT).

There should be no gun control laws. Look at the Second Amendment to the Constitution.

I think it should be states.

The need for guns really differs from state to state and also the type of gun some people need in say Oklahoma, lota of people like to hunt (ew) but in California a real need for guns would be for protection. Each of these concerns require totally different guns.
