Your infected. With What? Who cares, it has loaded more garbage on your machine than you can count.
1. Make sure your anti virus solution is up to date.
2. Download and install Spybot. Link 1
3. Follow instructions on link 2, for how to remove a virus properly.
Still not cured? I suggest you go to AVG and download AVG Internet Security Suite 7.5, 30 day free trial (link 3). Uninstall your current Anti Virus program. Reboot, install AVG - get updates and follow step 3 above. Still having problems? send me an IM.
DO NOT RUN SYSTEM RESTORE, this will not resolve the issue as your problem is also in the system restore files and regenerates itself every time you reboot.

You have a rouge anti-virus. Boot in safe mode with networking(keep pressing f8 at start up) then download Malewarebytes. Run a quick scan and that will hopefully solve your problem

Do use a spyware/adware remover like
spybot search and destroy
http://safer-networking.org
but try to run it in the safe mode if possible (F8 when you system starts up) you have a better chance of cleaning everything

spyware/adware.
run a virus scan and make sure your antivirus software is up to date. also, download anti-spyware programs such as spybot, etc.. and remove the spywares/adwares. some of these malwares transfer information to a third party which could be dangerous

Sounds like your home page has been hijacked. You could download and run "Hijack This". But be careful, Hijack This is pretty aggressive and should be run by someone who has quite a bit of computer software knowledge.
