Most people work from a pattern, which includes recommendations on appropriate fabrics, templates for cutting out the fabric and directions on how to put the dress together. If you have little sewing experience, I suggest you buy a pattern marked "easy" or "beginner."

You can buy the pattern online, but it's faster to go to a local fabric store - Jo-ann's and Hancock are a couple of national chains you might check. The suggested price on a pattern may be $10-$15, but usually one brand or another is on sale for $1 or $2.

You can look at dress patterns at these sites:

A websites to explain how to sew would be nice, but if go to a fabric store, in the pattern section there will be simple or easy patterns to choose.
These designs are pretty basic and the pattern includes a picture of dress on the front and the items needed and how much on the back.
Inside will be step by step instruction from the beginning to the finished product and they are easy to understand.
I am a professional seamstress and a graphic artist. (35 yrs) I wish you had more info about the designing, I might have been able to pin point my answer better.

Your local fabric store will have several books of patterns to choose. Pick one that says "easy". The package tells you everything you need, but it does not tell you how to run a sewing machine. I always recommend that you find someone who would be willing to show you on theirs, then if you like it, you can spend $75 - $100 for a machine of your very own. Make sure you give them a gift card to the fabric store for showing you how to do it.
