Depends on the state law and the % of compliance. Judges have a lot of discresion if they don't have a large enough jury pool.

It depends on the state you live in. Some use driver's licenses and some use voter registration and some use both.

depending on where you are located to how it is done. In Tx, they now use your dirvers license instead of voting registartion due to more people have DL than voting cards.

when you register to vote, your name gets put in a big pot that "randomly" gets selected for jury duty.
