Yes;ozone is forming near the ground as well as at the upper level (in the stratosphere).
Ground-level ozone:-Some of the major urban air pollutants include poisonous carbon monoxide and nitroen dioxide which react with hydrocarbons and sunlight to produce high concentrations of ozone near the earth's surface.This ground-level ozone is itself an air pollutant.It is the key component in smog.It is harmful to human beings and animals.
Ozone in the stratosphere:- In the stratosphere,some oxygen molecules absorb energy from the sun's ultra-violet rays and split to form single atoms.These atoms again combine with the remaining oxygen to form ozone molecules which absorb the harmful ultra-violet rays thereby helping us.90 percent of the ozone in the atmosphere exists in the stratosphee.

If I can elaborate on surfer 1 's answer. "Good" Ozone is only formed in our upper atmosphere when lighteneing strikes and hits ABOVE the earth, i.e. cloud to cloud. However, we, as humans, are producing ozone all the time in our exhausts, etc. This ozone is pollution it cannot rise above the cloud level, as it is too heavy - Thus, producing smog . It causes a lot of problems because it is in the wrong part of the atmosphere. It does not protect us from the sun's rays at ground level.

Yes it is, ozone is a form of oxygen, O2 is air, O3 is ozone.
O3 requires high energy to form, this occurs at high altitudes when uv rays haven't been filtered yet by the O2 cape.
In the 50-80's we were unaware of a lot of things, one was of atmosphere reactions, Cl- + O3 -> ClO + O2 shows what happened with aerosols and pesticides, cl rose in air and broke O3. Because this type of compounds have been banned ever since the "Ozone hole" is regenerating according to the equation O2 + W -> 2O* where W is high enegy (from sun) and O* + O2 -> O3.

yeah it forms when lightning strikes and possibly other ways. not sure what amount is ''made'' though.
