Because it may give erroneous results. You can not ignore the volume occupied by the droplet as a single drop can make you reach the end point. Hence it is always preferred to rinse properly with the solution to be filled in to it before filling.
And ensure that the whole burrette is free from droplets.

It would dilute the contents of the burette, so that you no longer knew the exact concentration of the solution in there.
