Very effective, since they are so hard to use.
Impeachement is a tool that is so powerful and dangerous, it should only be used when there is a national consensus to do so.

Not very. In my opinion, the country should be able to have some sort of way to call for impeachment of a president, instead of waiting for the Washington cronies to get it going. Clinton was promiscuous with an intern and he is almost impeached. Our President has, for almost eight years, been severely MESSING THIS COUNTRY UP, and haven't so much as heard a whisper of the word impeachment in Washington. What is up with that? :(
