Very good question. I think mostly experience. But, we learn from other peoples experience too ie history. So when we have no experience we must study. Sometimes discussion with others helps too, because everybodys thinking is different. So if we have no experience we can do well too.

Yes,it does come by experience. But if you have a good thinking logic and can behave according to situations,then too you can decide,but yes experience is the best teacher!
