this is a common problem that happens with windows and the first and easiest solution is to start your p.c and press f8 to access safe mode,then jsut before the safe mode desktop appears you will see a prompt asking you if you wish to use "system restore",if you wish to use safe mode click "yes" if you want to use system restore click no to avoid safe mode and continue with system restore
then when the system restore prompts appear click on a date before the problem started,however not too far back
another way to fix this is to try right clicking the desktop and go to "arrange icons by" and then "show desktop icons",make sure this is ticked as if its been accidentally unticked then this is what would be causing your problem
any of these should work,however failing that the worse case scenario is theres a problem with the registry thats corrupting your desktop icons
if this is the case the you need to scan your p.c with your anti-virus and anti-spyware scanners to cancel out the chance that you have been infected and its corupted certain files ect

Unfortunately, the only way you can access the programs in your computer and run it is through the start up menu or through opening 'my computer'.
If you cant open your start menu or you cant find any access to your programs or your hard disks, then im afraid you might have to re-install windows.
However, if you can open 'my computer', right click on your C drive, go to properties, then tools, then activate error checking on your disk. check the box 'automatically fix file system errors' and 'scan for and attempt recovery of bad sectors'.

Your desktop icons are run by a process called Explorer.exe.
If you cannot see any desktop icons then explorer.exe is not running. Try pressing Ctrl + Esc and that should launch your start menu. Then navigate your way to Taskbar and Start Menu and check your settings.

See if you can get the desktop and system tray back with this method.
Hit Control Alt Delete.
End the Explorer.exe process
Click the File, then Run and type explorer.exe
If that works then something in your startup simply needs to be removed.
A very good free utility to troubleshoot startup issues is Autoruns.
This is available through sysinternals (owned and operated by Microsoft themselves now).

try safe mode.. or last known good.. (F8 on startup)
uninstall newest installed programs or remove new hardware..
or try
ctrl+alt+del ... kill explorer.exe and menu file -> new task -> explorer.exe
