Yes what you heard is true. But I don't know if you heard the entire story. The law was passed so that children with gay parents are not discriminated against. There is more to the law than just the Mom and Dad thing though. What bothers me is that it also states that boys and girls can use eachothers restrooms and locker rooms. Here is a the article

Mom and Dad" as well as "husband and wife" effectively have been banned from California schools under a bill signed by Gov. Arnold Schwarzenegger, who with his signature also ordered public schools to allow boys to use girls restrooms and locker rooms, and vice versa, if they choose

Analysts have warned that schools across the nation will be impacted by the decision, since textbook publishers must cater to their largest purchaser, which often is California, and they will be unlikely to go to the expense of having a separate edition for other states.

The bills signed by Schwarzenegger include SB777, which bans anything in public schools that could be interpreted as negative toward homosexuality, bisexuality and other alternative lifestyle choices

SB 777 prohibits any instruction or school-sponsored activity that would promote discrimination against gender. That means terms like "mom and dad" and "husband and wife" cannot be used in California textbooks because they suggest that heterosexuality is the norm. And under the new law, teachers and students who oppose same-sex "marriage" or who express disapproval of cross-dressing or sex-change operations could face disciplinary measures.

the new law even allows students who identify with the opposite gender the freedom to use restrooms and locker rooms of the opposite sex. Carlson says parents who do not want their children to be subjected to "gender indoctrination" now have no alternative but to withdraw their children from California's public school system -- a system he points out parents will still be required to fund through their taxes.

SB 777 is currently scheduled to go into effect January 1, 2008. A coalition of conservative and pro-family groups, SaveOurKids.net, has begun the process of collecting the signatures needed to turn the referendum into a valid ballot measure for the state's voters to consider. Of course it's not illegal.

No such law is even being considered. I live in CA, and I'd have heard of it.

I "suspect" you may have heard someone ranting about SB 777, which amends the list of characteristics on the basis of which a public school cannot discriminate to match the list contained in the definition of "hate crimes". since this includes sexual orientation, some of the "God hates fags" types have been making outrageous claims about what that will mean - things like boys will have to be allowed to use the girls bathrooms if they choose, ridiculous stuff like that. None of these horror stories, of course, are true.

There's a link to the bill below.

No, they do no longer deserve a single chew. the only component they deserve is a loose holiday to their county of foundation and/or penitentiary time. they might desire to no longer be able to hitch. they might desire to be compelled to bypass away truly than join. in the event that they sense that the citizen new child merits welfare, they might desire to be compelled to desert the youngster.
