I'm sorry if this question might offend somebody, but let's face the fact. African continent is the poorest continent, eventhough they are rich in natural resources. I just watched CNN last night and can't believe of the corruption level over there. The community is rotting over there, and nobody seems to care. Some country like Nigeria is rich in oil, but just don't make it because of corruption among their public servant including their ministers.

Are all Americans are uneducated war mongers who belong to the KKK and live in trailer parks prone to alien abductions and tornadoes - I mean generally of course ?

Are all British people stuffy intelectuals or insane soccer hooligans ?

Africa was the hub and the craddle of life and civilization - Srip forrestation by the Romans - in fighting and so on have kept Africa down

Civil wars western exploitation weather resources and so on make it really hard as well

Diamonds mined there cost a dollar a ton and somehow are 1,000 per piece here crops are hard to maintain and fractional governments are more than cruel and oppressive

So - no Africa is not a wealthy place and there people are by and large uneducated - with little sense of time and no ability for the most part to read and write

It is an ultra classist societal structure with brutal laws and life is cheap

It is not so much that they are dumb but have recieved a crappy hand and that has been made worse at every turn for them -

BERLIN: One in every four people has been asked to pay a bribe to the police, and political parties and parliaments are the most tainted by corruption, a Transparency International study released on Thursday shows.

The poor are targeted for bribes in both developed and developing countries, according to the watchdog's Global Corruption Barometer 2007.

The study "has made it clear that too often, people must part with their hard-earned money to pay for services that should be free," said Transparency International Chair Huguette Labelle. "And they do not see enough commitment when they look to their governments and leaders."

The study found that the countries with the highest level of petty bribery, with 30%of respondents reporting paying bribes, were Albania, Cambodia, Cameroon, Macedonia, Kosovo, Nigeria, Pakistan, Philippines, Romania and Senegal.

By region, Africa experiences the most demands for bribes, the study found. The poor are hit hardest by petty bribery as they are more likely than those from a high-income bracket to pay bribes when seeking services.

And, Transparency said, that rule held true regardless of whether respondents were from richer or poorer countries. Telephone and gas providers were the least likely to demand bribes, while the police were the worst offenders. Twenty-five percent of respondents who came into contact with the police were asked to pay a bribe and one in every six reported that they ended up paying a bribe.

This is like saying Americans are stupid for electing one of the most arrogant and uneducated world leaders the world has ever seen ...NOT ONCE BUT TWICE !
Corruption,war and poverty is a factor in what plaques the African continent,but former European colonialism played a role...

Africans must be self reliant and need not depend on the rich countries for loans because the condition is exploitation of their natural resources.

We (Americans) are getting poorer and poorer as our real wages are falling steadily as we compete with third world countries in the global economy. Does that mean we're stupid, too? Or does it mean that people are often taken advantage of by governments and those who steal the resources from others to exploit for their own gain? Sorry, but it's the luck of the draw. Maybe you'd only understand that if you were born black in South Africa.

I grew up in a very poor white neighborhood... and there was great local corruption and little education...and no progress...

why was that?

I tend to think it's mainly due to a lack of decent education... the schools were bad and most didn't bother to finish anyway...

You are correct. Thanks to the history of colonization by the rich western countries, African is a mess of corruption.
