First of all, we need to know what kind of plants you want. There are plenty of types like Java Moss, Java Fern, Anubias, and many Cryptocorynes that would be just fine in weak lighting, few nutrients, and no CO2, but others will need higher lighting, plentiful nutrients, and possibly CO2...

You could use simple gravel or pool filter sand as a substrate, but a "special gravel" like Florrite or lateralite is great for plants that draw nutrients heavily from their roots. You will also want a liquid fertilizer like FloraPride or Flourish. A T-5 fluorescent tube is great for plants if you get either the 10,000K blub or the 6,700K bulb (they will encourage greater plant growth than standard fluorescent tubes. If you want to start with something simple buy a pack of java fern, if you have a heater at 80 degrees you will have baby java in about three months, check what happen to me wi th the java fern: http://holygsroom.blogspot.com/2007/11/update-great-news.html

The great thing about the java fern is that you do not need anything, no filter, no heater not even gravel.
