No. If you have custody and the other parent abducts the child, that's a serious felony and can lead to prison time. If there's joint custody, taking the child across a State line without permission from the other parent, or a court, can also be a felony.
Never, EVER take the law into your own hands when it comes to child custody - go to court and get an order of custody.

It is illegal in any state for a non custodial parent to steal their child and take them away from the parent they live with even if you remain in the same state but a different town it is kidnapping and a crime.

In some cases, yes. For example, if there is an abuse, one parent can sprint to Florida and file for custody in some circumstances under that states laws.
