I want to be able to show my teacher the steps that would be needed to contact "American Greetings" to use a Care Bear in my final project. (I know if I'm using it for educational purposes I don't need a release. I need to pretend that I would really be print the t-shirt.) But I don't know how I to get the information.

Do a search to contact the publisher of American Greetings. Find the contact information and write to them, telling them about the assignment.
They can give you the best advice about how one would obtain a license to use their characters.
