It depends on what toy it is you are trying to make/manufacture and at what stage you are in. If you've made a prototype of the toy, and it works, then depending on the materials used, you can contact small manufacturing units.

The Yahoo business directory will assist you in identifying small and medium size toy making firms some of whom may agree to produce /manufacture your toy.

Depending on the volume you plan to produce, you could also consider outsourcing the manufacture to an overseas manufacturer which will definitely work out to be cost effective if you plan to take advantage of economies of scale. See tehe link below to get an idea of what a small toy manufacturer could do for you.

First of all get a patent attorney to be sure you are not infriging on any rights out there. and patent them before showing these to be made. Make a prototype it is required for the patent. Then show your toys to some of the big boys like ideal or hasbro or other and offer to give them a copyright to make them for you.
